Kazakhstan and China launch a plant for wind turbines and energy storage systems
Friday, 17 January 2025

A new plant for the production of wind turbines and energy storage systems is set to be established in Kazakhstan. The project is a joint venture of Kazakhstan Utility Systems LLP with Envision Energy, a global leader in green energy. The facility will have an annual output of 250 wind generator sets and 100 energy storage system units, according to the press service of Kazakhstan Utility Systems LLP (KUS).

On January 17, a capsule-laying ceremony marked the commencement of construction in the Free Economic Zone (FEZ) "Khorgos - Eastern Gateway" in the Zhetisu region.

With a total investment of $40 million, the plant will significantly contribute to the development of renewable energy in Kazakhstan, creating over 300 jobs. Sixty percent of production will cater to the domestic market, while 40% will be exported to Central Asia and the Caucasus. Initially, the share of Kazakhstani content will be 30%, gradually increasing to 90% in subsequent phases.

Kazakhstan is actively expanding its renewable energy sector with the goal of achieving carbon neutrality by 2060. The construction of this plant is a major step forward, with operations slated to begin in the third quarter of 2026. Leveraging Envision Energy's expertise, the plant will help meet national targets to reduce emissions and boost the share of renewable energy in the overall energy mix.

The facility will have a production capacity of 2 GW of wind energy generation per year, translating to 250 wind generator sets annually. Additionally, it will produce energy storage systems with a capacity of 1 GWh per year, amounting to 100 units annually.

"Establishing a joint venture with a global giant like Envision Energy is a strategically significant milestone for Kazakhstan. Beyond manufacturing wind turbines and energy storage systems, we are bringing in world-class technologies that will reduce import dependence, bolster energy security, create jobs, and unlock export opportunities. This project will fast-track Kazakhstan’s transition to a low-carbon economy, contributing to a sustainable future," said Dinmukhamet Idrisov, Chairman of the Supervisory Board of Kazakhstan Utility Systems LLP.

The partnership will also facilitate the transfer of advanced knowledge and technologies, improving the skills of local specialists. Professional training programs and collaborations with local universities will focus on research to optimize products for Kazakhstan’s conditions.

Envision Energy will provide technical support at every stage, from design and production to operation, ensuring the highest standards of quality. A dedicated Service and Technical Support Center will also be established to foster the professional growth of Kazakhstani specialists.

"We are excited to partner with Kazakhstan Utility Systems LLP on this pioneering initiative. With our industry-leading technology, Envision is committed to helping Kazakhstan reduce carbon emissions, promote clean energy, and attract international investment. This project will accelerate the country's transition to sustainable energy, drive economic growth, and foster innovation," said Kane Xu, Senior Vice President of Envision Energy.

The project follows an agreement signed earlier between Kazakhstan Utility Systems LLP and Envision Energy to establish a local manufacturing facility for wind turbines and energy storage systems.

Envision Energy is a global leader in clean technology, offering solutions for renewable energy systems. In 2024, the company ranked first in global wind turbine orders and was recognized by BloombergNEF as a Tier 1 energy storage system manufacturer for three consecutive quarters.

Kazakhstan Utility Systems LLP, part of the Ordabasy Group, is one of the largest players in Kazakhstan's energy market. The company oversees a complete production chain, from electricity and heat generation to end-user supply, and ranks among the top four energy companies by installed capacity in the country.
