- Our goal is to bring to the attention of consumers information about the need to maintain in-house networks. People who live in multi-storey buildings must be responsible for the condition of intra-house networks. There are many houses in Karaganda where no modernization or reconstruction has taken place at all - the networks are in disrepair and require repairs. Nobody is monitoring this,” states Erbol Yntykbekov, acting head of the sales service of GorNES LLP “Karagandy Zharyk”.

According to the rules for the use of electrical energy approved by the Ministry of Energy, consumers are required to install a commercial electricity meter at the boundary between the networks. After installation, an agreement must be concluded with the energy supply organization.

This is what the residents of house No. 26/2 on Ermekova Street did. Modernization was carried out here in 2014. Specialists from Karagandy Zharyk LLP, together with representatives of the management company ZhilSotsServis, installed a common house electricity meter. The meter was installed at the network interface, that is, at the cable entry into a residential building.

- We have been servicing this house for 4 years. Previously, a major overhaul was carried out here as part of the housing and communal services modernization program. As part of the renovation, we completely changed the utility networks, roof, facade, repaired the entrances, installed an automated heating unit and pumping stations. House-wide electricity meters were also installed, which record electricity consumption in common areas, said Kairat Ermagambetov, deputy director of the ZhilSotsServis management company.
As the energy transmission company notes, the management body can be organized at the request of residents.

- They can become part of the KSK or management company, they can create a management body and appoint a senior person in charge of the house themselves. In any house there should be a person who will be responsible for the condition of the communal networks, adds Erbol Yntykbekov.
He also explained that Karagandy Zharyk LLP is responsible for its own networks. Inside the house, residents themselves must be responsible for maintaining electrical networks.

- All our actions are aimed at high-quality and uninterrupted supply of electricity to residential buildings. Therefore, we demand education in the house of the governing body. Many of those who live where the meters were installed thank them for the fact that control came and someone began to monitor the networks, the interlocutor claims.
