The concluded 2024–2025 heating season was a vivid example of the coordinated work of the Kazakhstan Communal Systems (KKS) group of companies. All activities planned for the season’s preparation were completed on time and in full, enabling a smooth transition through the winter months and ensuring a stable supply of heat and electricity to consumers.
KKS successfully addressed the tasks of modernizing and repairing energy facilities, improving infrastructure, and enhancing network reliability. All work was carried out according to the approved plan, which helped avoid emergency situations and interruptions in energy supply. The technical readiness of the involved enterprises, along with increased attention to safety and service quality, formed the foundation for the successful implementation of the heating season.
During the heating season, KKS subsidiaries produced 5,090,149 Gcal of thermal energy and 3,953,988 kWh of electrical energy. A total of 4,171,917,440 kWh of electricity was supplied. The total investment amount for the 2024–2025 autumn-winter period was 60.4 billion tenge. Temperature schedules were fulfilled at 100%.
In this article, we will take a detailed look at the key performance indicators of KKS subsidiary companies based on the results of the entire heating season.
LLP "Karaganda Energosenter"
On the night of April 24, 2025, the heating season officially ended in Karaganda, lasting 209 days — nearly seven months of warmth for the city’s residents. Throughout this entire period, CHP-1 and CHP-3 consistently supplied heat and electricity to the population, social facilities, businesses, and industries.
CHP-3, the city’s primary heat source, has concluded its heating season. From this point forward, the plant will switch to condenser mode while continuing to generate electricity.
Since April 1, major overhauls of boilers and turbines have commenced at CHP-3, scheduled to last seven months. Despite ongoing repairs, the plant will maintain uninterrupted electricity generation.
As part of the overhaul of Boiler Unit No. 1, 100% replacement of the boiler screen panels will be carried out, along with replacement of the radiation superheater and the two-stage water economizer; the cubicles of the vapor separator stages 1 and 2 will also be replaced. A significant portion of the work involves repairing shut-off and control valves.
The major overhaul activities for Boiler Units No. 6 and No. 8 include technical inspections of metal surfaces of heating elements and pipelines; repairs of shut-off valves and platforms; servicing of rotating mechanisms; repairs of pipelines within the boiler; restoration of heating surfaces; repair of instrumentation, electrical equipment, as well as replacement of insulation and chemical protection.
The overhaul of Turbine Units No. 1 and No. 6 focuses on restoring the turbines’ operational performance to factory standards. This includes repairs to the flow sections of high-, medium-, and low-pressure cylinders with full disassembly of all cylinders. These components bear the highest loads and experience the most wear among turbine parts. The overhaul will also cover the generator, including valve repairs and replacement of sections of the generator cooling pipeline.
For CHP-1, this was the 65th heating season since the plant began producing thermal energy in 1960. As of April 25, CHP-1 has been shut down for scheduled maintenance and preparation for the next heating season.
Preparations for the upcoming season are already underway. During the repairs at both plants, and strictly according to schedule, all main equipment will be fully updated — including 16 boilers and 10 turbines. Five boilers and three turbines will undergo major overhauls.
The company will also continue implementing major investment projects, including the reconstruction of pipelines as part of the construction of the third heat output and the expansion project of CHP-3.
The total investment for preparing for the next heating season is estimated at 23.8 billion tenge. These funds will be directed toward ensuring equipment reliability, improving environmental performance, and removing capacity restrictions.
LLP "Ust-Kamenogorsk CHP Plant"
To ensure uninterrupted operation during the 2025 autumn-winter period, the Ust-Kamenogorsk CHP plant underwent a large-scale repair campaign aimed at upgrading key equipment and enhancing its reliability. All work was completed on schedule, enabling the plant to be successfully prepared for the upcoming heating season.
The 2025 repair campaign included the following planned activities: major overhauls of nine boiler units — 3 underwent major repairs, 4 had medium repairs, and 2 received current (routine) repairs. Additionally, eight turbine units were serviced: 2 with major overhauls and 6 with current repairs.

Preparations for the next season have already begun. LLP "Ust-Kamenogorsk CHP Plant" plans to overhaul 9 boiler units and 8 turbine units. The total investment for the preparation of the upcoming heating season amounts to 17.6 billion tenge, of which 7.8 billion tenge will be allocated under the “Tariff in Exchange for Investment” program.
JSC “Mangistau Regional Electric Grid Company”
The 2024–2025 autumn-winter period demonstrated the reliable performance of JSC “MREK,” the region’s power transmission company. Thanks to systematic preparation and timely maintenance work, the region’s electricity supply was provided in full throughout the season.
During the autumn-winter period, the company delivered 1,993,017,237 kWh of electric energy to consumers. Significant investments ensured high reliability and stable supply of heat and electricity. The total investment amount for preparation for the 2024–2025 autumn-winter period reached 3.6 billion tenge.
As part of the preparation, JSC “MREK” specialists completed all scheduled maintenance activities in full. Key indicators of the repair campaign include:

Full completion of the repair plan: 100%.

Length of repaired power transmission lines (PTLs): 488.624 km.

Overhaul of packaged transformer substations (PTS): 116 units.

Repair of power transformers with voltage 35 kV and above: 5 units.

Replacement of outdated porcelain insulators with glass ones: approximately 7,000 pieces.

Repair of concrete bases of 110 kV power line supports: 192 units.

Installation of additional braces on 10 kV line supports at the Yuzhnaya substation.
More than 536 million tenge was spent on implementing the repair program as part of autumn-winter preparations. These funds were directed towards equipment modernization, improvement of the technical condition of networks, and enhancing the reliability of energy facilities.
Preparation for the next season has already begun. JSC “MREK” plans to renovate 495.4 km of overhead lines. The total investment for the upcoming heating season will amount to 5.7 billion tenge. Repair works will cover 39 settlements, including Aktau and Zhanaozen.
LLP “Karagandy Zharyk”
“Karaganda Zharyk” successfully completed the 2024–2025 autumn-winter period (AWP), fulfilling all scheduled activities in full. Thanks to the coordinated efforts of specialists and completed maintenance works, the region smoothly passed through the autumn-winter season.
During the AWP, a total of 262,520,380 kWh of electricity was supplied. The high readiness of infrastructure was the result of 100% completion of the repair plan.
The total investment in maintenance works for AWP preparation amounted to 13.3 billion tenge, ensuring reliable power supply throughout the season. Additionally, under the long-term investment program for the development of the electric grid infrastructure, 13,000,169 thousand tenge were allocated in 2024.
“Karaganda Zharyk” continues its steady work on modernization and infrastructure improvement. Significant resources are planned for the preparation of the 2025–2026 AWP:

LLP "Ontustik Zharyk Transit"
LLP "Ontustik Zharyk Transit" successfully completed the 2024–2025 autumn-winter period (AWP), ensuring stable electricity supply to consumers.
During the AWP, a total of 2,176,274 thousand kWh of electricity was delivered. The repair plan was fully completed — 100%. The total investment for AWP preparation amounted to 8.1 billion tenge.
LLP "Ontustik Zharyk Transit" continues active work in preparing for the upcoming 2025–2026 AWP. Significant investments of 8.3 billion tenge are planned for infrastructure upgrades.
The repair campaign includes the following activities:

Thanks to the implemented and planned measures, LLP "Ontustik Zharyk Transit" will ensure uninterrupted electricity supply throughout the next heating season. Modernization and maintenance of power equipment remain the company’s priorities to enhance reliability and service quality.
Preparation for the next season is already underway. LLP "Ontustik Zharyk Transit" plans to renew 522.3 km of electric networks. The total investment for the upcoming AWP preparation will amount to 8.3 billion tenge. Repair works will cover 142 settlements in total.

The 2024–2025 heating season has become a successful example of the coordinated work of the KKS group of companies. All activities related to the modernization and repair of energy facilities ensured stable heat and electricity supply, as well as enhanced the reliability and safety of operations.
Each of the KKS subsidiaries completed all planned activities, achieving high technical readiness and stable electricity supply.
In particular, LLP "Karaganda Energosentr" successfully completed the heating season, while CHP-1 and CHP-3 carried out major equipment overhauls. LLP "Ust-Kamenogorsk CHP" conducted large-scale upgrades of boiler units and turbines, improving the station’s reliability. JSC "Mangistau Regional Electric Grid Company" and LLP "Karagandy Zharyk" minimized electricity losses and performed capital and routine repairs of electric grid equipment. LLP "Ontustik Zharyk Transit" also successfully completed the heating season, ensuring stable electricity supply and fully fulfilling its repair plan.
